This bill amends the New York vehicle and traffic law to automatically enroll individuals applying for or renewing a learner's permit, driver's license, or non-driver identification card into NY-Alert, which is a state emergency alert system (alert.ny.gov). The New York State Commissioner of Motor Vehicles, in consultation with the Director of the Office of Information Technology Services, will automatically include applicants in the alert system. However, the bill requires that the application must include a separate space allowing applicants to opt out of this enrollment if they choose. This means that when people apply for or renew these types of identification documents, they will be signed up for NY-Alert by default, but will have the opportunity to decline participation. The bill is set to take effect 180 days after becoming law, which allows time for the necessary administrative preparations to implement the new enrollment process.
