This bill establishes a Motor Vehicle Inspection Affordability Study Committee to explore ways to make vehicle inspections more cost-effective while maintaining highway safety. The committee will consist of representatives from the Treasurer's office, Department of Motor Vehicles, Vermont Insurance Agents Association, Vermont Vehicle and Automotive Distributors Association, and Vermont Community Action Partnership. The committee's specific tasks include analyzing average repair costs for vehicles that fail inspection, identifying opportunities to reduce repair expenses, exploring assistance for lower-income residents with inspection and repair costs, and examining the potential administrative, financial, and safety implications of changing vehicle inspections from an annual to a biennial requirement. The committee is required to submit a written report to the House and Senate Transportation Committees by December 30, 2025, with their findings and recommendations. The Treasurer or their designee will chair the committee, which will convene its first meeting by September 1, 2025, and dissolve on January 30, 2026. Committee members who are not otherwise compensated will receive per diem compensation and expense reimbursement for up to four meetings. The bill is set to take effect on July 1, 2025.
