This bill modifies the New York State Public Authorities Control Board's composition and voting procedures by granting full voting privileges to minority party members who were previously non-voting members. Currently, board members appointed by the minority leaders of the senate and assembly could only have their comments entered into official records, but could not vote. The bill removes language restricting these members' voting rights, effectively allowing all five board members (appointed by the governor upon recommendation of majority and minority leadership) to have equal voting power. The board will continue to require unanimous votes to make decisions, and each member can still designate a representative to attend meetings and vote on their behalf. The bill also makes some minor technical changes, such as updating gendered language (changing "his" to "their") and replacing "chairman" with "chair". The change aims to ensure more inclusive representation and decision-making on the Public Authorities Control Board. The bill will take effect immediately upon passage.
