This bill requires the Minnesota Commissioner of Human Services to establish a directed pharmacy dispensing payment of $4.50 per prescription to eligible outpatient retail pharmacies in rural and underserved areas to improve pharmaceutical service access. An "eligible outpatient retail pharmacy" is defined as a pharmacy that is not owned by a pharmacy benefit manager or health carrier, and either located in a medically underserved area or owning 12 or fewer pharmacies in Minnesota. Managed care and county-based purchasing plans must pay this additional fee on top of existing dispensing fees and cannot reduce other pharmacy payments as a result. Pharmacies must submit an attestation form to receive the payment, and the commissioner will set payment amounts based on available state and federal funding. The bill includes a monitoring requirement to assess the impact on pharmaceutical services access, and includes a contingency that if federal approval is not obtained, the commissioner must adjust capitation rates accordingly. The provision is set to take effect on July 1, 2025, or upon federal approval, and includes an appropriation of unspecified amounts in fiscal years 2026 and 2027 to support the program.
