This bill provides new consumer-friendly provisions for tickets purchased for the Long Island Rail Road (LIRR) and Metro-North Commuter Railroad. Specifically, the bill mandates that one-way, round trip, or multi-trip tickets (excluding monthly or unlimited travel passes) will be valid for one full year from the date of purchase. If a passenger does not use the ticket within that year, they can receive a full 100% reimbursement by returning the unused ticket within the one-year period. Importantly, the railroad authorities are prohibited from charging any processing fees or surcharges for ticket returns. The bill also includes a secondary provision that requires additional train fares purchased after boarding by passengers with insufficient original ticket fare to be rounded up to the nearest quarter dollar. This legislation aims to provide more flexibility and consumer protection for commuters by allowing ticket refunds and creating a straightforward approach to fare adjustments. The bill will go into effect 30 days after it becomes law.
