This bill modifies the appointment process for a teacher representative to the Missouri State Board of Education. Currently, a teacher representative is appointed by the governor with senate consent, attends all board meetings, and participates in discussions but cannot vote. The bill maintains these core provisions while making several key changes: instead of rotating appointments strictly by congressional district order, future appointments will simply ensure the new representative is not from the same district as the immediately preceding representative. The bill also removes the requirement that a replacement representative must be from the same congressional district as the person they are replacing. Additionally, the bill extends the expiration of these provisions from August 28, 2025, to August 28, 2031, effectively prolonging the teacher representative program. The representative must still be an active, full-time classroom teacher with at least five years of Missouri teaching experience, certification, and written support from their local school board. If the representative stops being an active classroom teacher or fails to follow the board's attendance policy, their position becomes vacant, except in cases of absence due to illness or accident.
