This bill appropriates a total of $6 million from the State General Fund to United Citizens Foundation, Inc. over two fiscal years ($3 million in 2025-2026 and another $3 million in 2026-2027) to provide mental health and substance use disorder services, as well as community resource assistance, to pupils, their families, and personnel within the K-12 public education system. In exchange for receiving these funds, the foundation must prepare and submit two detailed reports to the Interim Finance Committee: an initial report by December 18, 2026, describing expenditures from receipt of funds through December 1, 2026, and a final report by September 17, 2027, detailing all expenditures through June 30, 2027. Additionally, the foundation must agree to make its financial records available to the Legislative Auditor upon request for potential auditing purposes. The bill specifies that any unspent funds must be returned to the State General Fund by September 18, 2026, and September 17, 2027, respectively, and cannot be committed for expenditure after June 30 of each fiscal year. The act will become effective on July 1, 2025.
