This bill extends the deadline for certain rural counties to designate "industrial land banks," which are areas planned for major industrial development outside of urban growth areas, under the state's "growth management act" (RCW 36.70A). Specifically, it allows a rural county that has enacted a sales and use tax for economic development purposes, has a population under 70,000, borders a county with over 2,000,000 people and the Columbia River, to designate these industrial land banks within two years of its next periodic review under RCW 36.70A.130(5) that occurs before December 31, 2027, provided the county did not already designate an industrial land bank before December 31, 2016. The bill also requires these counties to provide public notice of their intent to designate an industrial land bank and make a written determination of the criteria used for siting.
