This bill extends the deadline for rural counties that have implemented a sales and use tax for economic development purposes to designate industrial land banks under the Washington Growth Management Act. Specifically, the bill allows these rural counties to establish industrial land banks outside of urban growth areas if they did not previously do so before December 31, 2016, and take action to designate these land banks before their next periodic review under the Growth Management Act, which must occur prior to December 31, 2027. An industrial land bank is defined as up to two master-planned locations consisting of contiguous land that is sufficiently large and suitable for manufacturing, industrial, or commercial businesses. The bill requires counties to provide countywide notice and make a written determination of the criteria used for siting an industrial land bank. The purpose is to provide rural counties with additional flexibility in economic development by allowing them to designate areas for major industrial development outside of urban growth areas, with specific restrictions on the type and scale of development, such as limiting commercial uses to no more than 10% of the total floor area and ensuring that the land is primarily used for industrial and manufacturing businesses.
