This bill establishes the Medicaid Oversight and Advisory Board of the Kentucky General Assembly to provide comprehensive legislative oversight of the state's Medicaid program. The board will consist of 21 members, including 10 legislative members (four from the House of Representatives and four from the Senate, with additional appointments from minority leaders) and 11 non-legislative, non-voting members representing various state agencies, healthcare organizations, and experts. The board's primary purpose is to optimize healthcare service delivery by reviewing, analyzing, and evaluating all aspects of the Medicaid program, including benefits, coverage policies, access to services, health outcomes, reimbursement rates, and administrative costs. The board will have extensive powers, including requiring information from state agencies and contractors, conducting public hearings, establishing advisory committees, and recommending audits. Starting in 2026, the board will be required to publish annual reports, conduct periodic reviews of administrative expenses, program evaluations, actuarial analyses, and health population assessments. The Legislative Research Commission will provide staff and operational support for the board, and the bill includes an emergency clause to ensure immediate implementation due to the urgent need for enhanced legislative oversight of the Kentucky Medical Assistance Program.
