This bill establishes a Task Force on Mandatory Minimum Sentences to comprehensively examine and analyze the impact of mandatory minimum sentencing laws in Minnesota. The task force will consist of 12 members representing various stakeholders, including government officials, law enforcement, legal professionals, victims' rights advocates, and an individual directly impacted by mandatory minimum sentences. The group is charged with collecting and analyzing data on charges, convictions, and sentences involving mandatory minimum sentences, reviewing relevant statutes and court decisions, and gathering input from those directly affected by these sentencing laws. The task force will specifically examine whether current mandatory minimum sentencing practices promote public safety, properly punish offenders, and ensure equitable sentencing. By August 15, 2026, the task force must submit a detailed report to legislative committees with recommendations for potential legislative action, after which the task force will automatically dissolve. Key areas of investigation include analyzing data on sentencing departures, codefendant charges, and the potential unintended consequences of mandatory minimum sentences. Members will serve without compensation and are expected to meet at least monthly to accomplish their comprehensive review of Minnesota's mandatory minimum sentencing framework.
