This bill updates how residential health care facilities, which provide long-term care and services to residents, are reimbursed by government agencies. These updates will include reflecting actual base year costs and will also apply to adjustments for factors like wages, ensuring these adjustments are also updated on a similar five-year cycle based on current labor market conditions. The bill also establishes a technical assistance workgroup, composed of experts in nursing home rate setting, to help the Department of Health implement these updates and changes to the rate-setting methodology. For certain specialized facilities, such as those serving individuals with AIDS or traumatic brain injuries, the bill ensures their rates will continue to be adjusted for inflation starting April 1, 2027, even if inflation adjustments are removed for other facilities. Finally, the bill requires the commissioner to consult with stakeholders, including the nursing home industry and advocates, and to establish regulations for these updates, which may include a transition period.
