This bill amends Kentucky laws regarding alcoholic beverage auctions to create a new special temporary alcoholic beverage auction license specifically for licensed auctioneers. The bill allows licensed auctioneers to obtain a one-year license that permits them to transport, store, advertise, auction, sell, deliver, and ship alcoholic beverages under specific conditions. Auctioneers can only sell alcoholic beverages that were previously lawfully sold at retail and remain in their original unopened manufacturer's container. They can conduct auctions in-person or online, but only during authorized hours for alcohol sales in their specific county or municipality. The license requires auctioneers to post their license at the auction location, include their name and license number in advertising, and ensure that only legally eligible individuals can purchase alcoholic beverages. If an auctioneer loses their auctioneer license, their special temporary alcoholic beverage auction license will be automatically suspended. The bill also specifies that the Department of Alcoholic Beverage Control cannot take action against an auctioneer's regular license and that auctioneers may auction alcoholic beverages separately or as part of other property auctions. Additionally, an auctioneer who violates alcohol auction regulations may be subject to discipline by the auctioneer board.
