AI Summary

This bill modifies the legal framework for the Prosecuting Attorneys Qualifications Commission (PAQC) in Georgia, implementing several key changes. The bill administratively assigns the PAQC to the Administrative Office of the Courts and adjusts how its members are compensated, specifying that members will receive daily expense allowances and travel reimbursement from judicial branch funds, with exceptions for those already receiving compensation through their primary state positions. The bill also enhances confidentiality rules for disciplinary matters, allowing more flexible disclosure in certain circumstances, such as when a complaint is dismissed. It revises appeal procedures for disciplinary actions, permitting appeals to the superior court where the respondent resides and allowing further review by appellate courts. The legislation extends the timeline for filing complaints about misconduct, moving the cutoff date to April 1, 2024. Additionally, the bill grants the commission new investigative powers, including the ability to employ special commission investigators with limited arrest powers and the authority to issue subpoenas for investigations and hearings. The bill aims to provide more structured governance, transparency, and investigative capabilities for the PAQC while maintaining appropriate legal safeguards and procedural protocols.
