AI Summary

This bill, known as the "Healthy Start," aims to improve school meal programs in Georgia by expanding access to free and reduced-price meals for public school students. The legislation updates existing education code to require local school systems to establish school breakfast programs, particularly in schools where at least 40% of students are identified as eligible. The bill mandates that local school systems maximize federal funding by participating in the United States Department of Agriculture's Community Eligibility Provision (CEP), which allows schools in high-poverty areas to provide free meals to all students. The State Board of Education is tasked with determining funding needs, establishing nutritional requirements that meet or exceed federal standards, and creating a system to help schools apply for grants. Additionally, the bill encourages the use of Georgia-grown produce, dairy, and poultry products in school meals, and ensures that students eligible for reduced-price meals will now receive those meals at no cost. The legislation also provides for the funding and payment of school food and nutrition personnel, aiming to support comprehensive nutrition education and ensure that students have access to high-quality, healthy meals that support their learning.
