AI Summary

This bill makes several changes to Georgia's local government regulations. First, it allows counties, municipalities, and consolidated governments that had video surveillance ordinances for gas stations in place before May 6, 2024, to continue regulating such surveillance, despite a previous prohibition on requiring interior or exterior video surveillance at gas stations. Second, the bill revises service delivery strategy rules, mandating that when counties and municipalities jointly fund county-wide services, the county's share of funding must be paid by unincorporated area residents through various potential funding sources like special service districts, grants, taxes, and fees. The bill also requires counties to provide annual reports detailing the funds received and used for such services. Additionally, the bill modifies provisions for reviewing and revising service delivery strategies, including allowing partial amendments to strategies that affect only some local governments and clarifying that legislative amendments to service delivery laws do not automatically trigger strategy reviews. The changes to video surveillance rules will take effect on July 1, 2025, while the service delivery strategy modifications will become effective on January 1, 2026.
