This bill establishes the Latino Health System Task Force, a 19-member group appointed by the Senate President, House Speaker, and Governor, designed to develop proposals for a culturally specific healthcare network serving Latino medical assistance recipients. The task force will include representatives from various healthcare sectors such as primary care, behavioral health, oral health, maternal health, and traditional health workers, as well as advocates, interpreters, community organizations, consumer representatives, and educational institutions. The task force's primary goal is to create a healthcare system that is voluntarily accessible, primarily Spanish-speaking, and responsive to Latino cultural health values, including mobile services, household care management, and community-embedded health infrastructure. Task force members will serve on a volunteer basis, with legislative members serving in an advisory, non-voting capacity. The Oregon Health Authority will provide administrative support, and the task force is required to submit a report with potential legislative recommendations by December 15, 2026. The task force will automatically dissolve on December 31, 2026, and the bill includes an emergency clause making it effective immediately upon passage to address urgent public health needs.
