This bill establishes a Statewide School Library Lead program to enhance literacy and school library services across California. Contingent on appropriate funding, the California Collaborative for Educational Excellence and the Superintendent of Public Instruction will select a county office of education by July 1, 2026, to serve in this role. The selected county office must employ at least one fully credentialed teacher librarian and will have broad responsibilities including aligning literacy efforts with the state's Comprehensive State Literacy Plan, working collaboratively with various literacy and educational initiatives, and providing direct support to local educational agencies (school districts, county offices, and charter schools). Specific duties include building capacity for excellent school library services, facilitating media and information literacy integration, promoting school libraries as safe and supportive spaces, engaging with families and communities, and supporting various statewide educational programs. The goal is to improve literacy, support educational development, and create more comprehensive and effective library and learning resources across California's educational system.
