This bill, the Responsible Battery Recycling Act of 2022, revises the definition of "covered batteries" subject to a stewardship program for collection and recycling, by clarifying that certain locking mechanisms do not prevent a battery from being considered easily removable, and by excluding lead-acid batteries, batteries in motor vehicles (with exceptions for motorized scooters, skateboards, and hoverboards), fuel cell electrical generating facilities, certain medical devices, and recalled batteries, while also establishing new categories for "small format batteries" (rechargeable under 11 pounds and 300 watthours, or non-rechargeable under 4.4 pounds) and "medium format batteries" (rechargeable between 11-25 pounds or over 300-2000 watthours, or non-rechargeable between 4.4-25 pounds), and consequently modifies the requirements for stewardship plans to include specific numbers of collection sites for each battery format per county, and updates reporting requirements for program operators.
