This bill extends and modifies the School Energy Efficiency Stimulus Program, which provides funding for energy efficiency and indoor air quality improvements in California schools. The program, originally set to expire in 2027, would now continue until January 1, 2031, with utilities required to allocate energy efficiency budgets for the program through 2030. The bill expands the definition of "noncompliant appliances" to include commercial propane, natural gas, or oil water heaters and allows for more flexible fund allocation between two key programs: the School Reopening Ventilation and Energy Efficiency Verification and Repair Program (SRVEVR) and the School Noncompliant Plumbing Fixture and Appliance Program (SNPFA). For the first two program years, 75% of funds will go to SRVEVR and 25% to SNPFA, but after that, the Energy Commission can reallocate funds based on need. The bill also requires the State Department of Education to develop indoor air quality standards and guidelines for schools by July 1, 2027, and extends annual reporting requirements about the program's activities and spending until March 1, 2031. Additionally, the Energy Commission is authorized to provide some funding in advance and set application deadlines to ensure efficient use of the allocated funds.
