This bill establishes the Dual Language Immersion Education Instructional Materials Grant Program to support local educational agencies in expanding instructional materials for dual language immersion programs. The program will provide two types of grants: Instructional Materials Grant A ($3.5 million total) for schools offering dual language programs in the top five most commonly spoken languages among English learners, and Instructional Materials Grant B ($1.5 million total) for schools offering dual language programs in less common languages. Each local educational agency can receive a one-time grant of $100,000 to develop or purchase standards-aligned instructional materials in partner languages, such as textbooks, workbooks, and supplemental materials. Grant recipients must submit a plan for fund usage and a report by June 29, 2029, detailing how the funds were spent. The State Department of Education will then compile this information and submit a comprehensive report to legislative committees by December 31, 2029. The program is contingent upon legislative appropriation and is set to expire on January 1, 2030.
