This bill modifies California's existing beverage container recycling law to support the glass container manufacturing and recycling industry by adjusting market development payments for recycled glass. Specifically, the bill increases the maximum market development payment that the Department of Resources Recycling and Recovery (CalRecycle) can provide to glass beverage container manufacturers from $50 to $150 per ton of recycled glass used in manufacturing new glass containers in California. The bill recognizes that glass containers are highly sustainable, as they can be recycled endlessly without losing quality, and aims to support California glass container manufacturers who face competition from foreign manufacturers with fewer regulatory constraints. From January 1, 2028, to January 1, 2030, the department will be authorized to spend $20 million annually (instead of the current $60 million) on these market development payments, with the goal of promoting a circular economy, reducing waste, conserving natural resources, and supporting high-wage, skilled union jobs in the glass manufacturing sector. The bill also requires CalRecycle to consider factors such as the minimum funding needed to encourage in-state glass container washing, processing, and manufacturing when setting the market development payment rates.
