This bill amends the Mobilehome Residency Law to expand the circumstances under which management can terminate a tenant's tenancy in a mobilehome park. Specifically, the bill broadens the definition of what constitutes a "substantial annoyance" that can lead to tenancy termination. Currently, management can terminate tenancy for conduct that substantially annoys other homeowners and residents, but the proposed change would extend this to include annoyances to park staff, park employees, and individuals who regularly provide services to or have contracted with the park. This modification provides park management with more flexibility in addressing disruptive behavior that might affect not just other residents, but also park workers and service providers. The change aims to create a more comprehensive approach to maintaining a peaceful and functional mobilehome park environment by protecting a wider range of individuals who might be negatively impacted by a resident's conduct. The bill is part of the California Civil Code and will become operative on February 1, 2025, giving park management and residents time to understand and adapt to the new provisions.
