This bill amends the Plastic Microbeads Nuisance Prevention Law to expand restrictions on plastic microbeads and introduce new regulations on plastic glitter in personal care and cleaning products. Starting January 1, 2029, the bill will prohibit the sale, distribution, and promotional offering of personal care products containing plastic microbeads used as abrasives in non-rinse-off products, cleaning products with plastic microbeads used as abrasives, and personal care products containing plastic glitter. The bill defines key terms such as "personal care product" (items applied to the human body for cleansing or beautifying) and "plastic microbead" (solid plastic particles 5 millimeters or less in size). To provide a transition period, the legislation allows businesses to sell existing stock of personal care products with plastic glitter until January 1, 2030. Violations of these prohibitions will be subject to the existing civil penalty of up to $2,500 per day, which can be enforced by the Attorney General and local officials. This legislation aims to reduce plastic pollution by limiting the use of microplastics in consumer products.
