This bill modifies the admission requirements for undergraduate students at Texas public higher education institutions by expanding the standardized test scores that can be used to qualify for admission. Specifically, the bill adds the Classic Learning Test (CLT) as an alternative assessment instrument alongside the existing ACT and SAT assessments. Under the new provisions, students can qualify for automatic admission to general academic teaching institutions if they graduated in the top 10 percent of their high school class and either satisfied the ACT's College Readiness Benchmarks, earned at least 1,500 on the SAT (out of 2,400), or earned at least 71 on the Classic Learning Test (out of 120). The changes will apply to admissions starting with the fall 2026 semester, giving institutions time to prepare for the new assessment option. The bill takes effect immediately if it receives a two-thirds vote in the Texas Legislature, or on September 1, 2025, if it does not receive the immediate effect vote. By adding the CLT as an acceptable standardized test, the bill provides students with an additional pathway to demonstrate college readiness and potentially increase access to higher education.
