The bill replaces the term "citizen" with "community" throughout the law, emphasizing a more inclusive approach to public participation. It requires the New York State Department of Environmental Conservation to provide technical assistance grants to either the New York City Community Board with jurisdiction over a brownfield site or to a qualifying not-for-profit organization under section 501(c)(3) of the Internal Revenue Code. For sites determined to pose a significant threat, the department must now include a provision in brownfield site agreements requiring technical assistance grants. The grants, limited to $50,000 per site, can be used to help community members understand site contamination, development of remediation programs, health assessments, and to better participate in the remedy selection process. The grants cannot be used for field sampling, political activities, or lobbying. The bill aims to enhance community involvement and transparency in brownfield site remediation by providing resources for local groups to obtain technical expertise and understanding of environmental cleanup processes. The changes will apply to applications received on or after February 1st following the bill's enactment.
