This bill requires the city of New York to engage in mandatory consultation with community boards and local elected officials before establishing new homeless shelters or repurposing commercial hotel spaces for homeless housing. Specifically, the bill mandates that the city must consult with the community board and all local elected officials of the district at least 365 days before: 1) proposing or establishing a new homeless shelter, and 2) using over 30% of rooms in a commercial hotel for shelter purposes, paying for over 20% of hotel rooms for shelter, reserving an entire floor of a commercial hotel for shelter, or changing the use of an existing shelter. This legislation aims to increase local community input and transparency in the process of creating or modifying homeless shelter locations, giving neighborhoods advance notice and an opportunity to provide feedback before such housing decisions are finalized. The bill will go into effect 90 days after becoming law, providing time for city agencies to adjust their shelter placement procedures to comply with the new consultation requirements.
