This bill directs the Metropolitan Transportation Authority (MTA) to create a new "College and Career Education Partnership Program" that provides discounted monthly transportation passes for students using the Long Island Railroad and Metro-North Commuter Railroad. To qualify for the program, schools must be accredited by the New York State Board of Regents or a nationally recognized accrediting agency, apply to the MTA, and provide a website for student registration. Full-time students, as well as students in their final term before graduation, will be eligible to purchase passes at a minimum 25% discount from the full-price monthly rate. The program must be implemented before the 2025-2026 school year and will apply to that year and subsequent school years. Importantly, the MTA can only implement the program using state-appropriated funds and cannot use its own operating or capital budgets to cover the costs. The bill aims to make commuting more affordable for college, university, and career education students across New York State.
