This bill amends Minnesota's environmental regulations by prohibiting the state commissioner from creating rules that exclusively apply to specific types of landfills and waste disposal facilities. Specifically, the commissioner is now barred from adopting rules that only govern solid waste disposal facilities that accept either: (1) construction and demolition debris with incidental nonrecyclable packaging, or (2) industrial waste limited to specific materials like wood, concrete, porcelain fixtures, shingles, or window glass from construction material manufacturing. The bill aims to limit the regulatory authority of the commissioner in creating rules that target these narrow categories of waste facilities. The amendment to Minnesota Statutes section 115A.06 will be effective the day after final enactment and will apply to any proposed or adopted rules that have not yet taken effect at that time, potentially providing more flexibility for construction and demolition waste facilities in terms of regulatory requirements.
