This bill limits the number of athletic scholarships that can be awarded to foreign students at public institutions of higher education in Texas. Specifically, for each intercollegiate athletic program, an institution will be prohibited from awarding more than 25 percent of its available athletic scholarships, grants, or similar financial assistance to students who are citizens of a foreign country in any given academic year. The term "institution of higher education" is defined according to existing state education code. The restriction will take effect for the 2026-2027 academic year, with the bill itself becoming effective on September 1, 2025. This legislation appears aimed at reserving a majority of athletic scholarship opportunities for domestic (U.S.) students by placing a cap on the proportion of scholarships that can be awarded to international student-athletes.
