This bill eliminates the Data and Transparency Panel and transfers its key responsibilities to the Division of Information Systems (DIS). Specifically, the bill repeals existing statutes related to the panel's creation, membership, and duties, and instead establishes a new section of law that outlines the DIS's expanded role in statewide data integration and exchange. Under the new provisions, the DIS will oversee a statewide data program, evaluate and identify data for public access, engage with other state departments on information sharing, maintain a longitudinal data system, create a shared services data hub, establish data access and privacy policies, ensure data security, and create a public data portal. Each cabinet-level department will be required to assign a data steward to coordinate data governance and integration. The DIS will also be required to provide an annual report to the Joint Committee on Advanced Communications and Information Technology. The bill ensures that data sharing will only occur in compliance with existing state and federal confidentiality laws as they existed on January 1, 2025.
