This bill requires permit applications for large public events (over 1,000 attendees) to include a written sensory-friendly accommodations plan that supports individuals with autism spectrum disorders and sensory sensitivities. The bill applies to public rallies, special events, and venues like fairgrounds, parks, and public accommodations. The accommodations plan must include at least one of four options: a designated sensory-friendly area, an event design with sensory-friendly elements, mobile tool kits with sensory support items, or designated sensory-friendly time periods. Additionally, the plan must describe how information about on-site accommodations will be communicated to attendees and how event staff will be trained to handle sensory-friendly accommodation requests. The Department of Administration will develop a model accommodations plan policy in consultation with the Human Rights Department and the League of Minnesota Cities. Entities that fail to comply with the accommodations plan will face fines and potential ineligibility for future permits. The bill is set to take effect on July 1, 2025, and will apply to permit applications received on or after that date, aiming to make public events more inclusive and accessible for individuals with sensory sensitivities.
