This bill modifies the appointment process and qualifications for the Metropolitan Council (Metro Council), a regional governing body serving the seven-county Minneapolis-St. Paul metropolitan area. The key changes include establishing a new nominating process for council members, with a committee composed of representatives from cities and counties who will nominate up to three finalists for each council district seat. The bill changes the term structure so that members representing odd-numbered districts will have terms ending in years ending with "5", and members representing even-numbered districts will have terms ending in years ending with "7".
