This bill makes several significant changes to the Metropolitan Council's structure, governance, and member compensation. The bill allows the governor to remove council members for cause after providing notice and a hearing, and introduces a limit of 12 years of service for any individual council member. It also provides for the governor to appoint a vice-chair from among the 16 district-based council members. Starting January 1, 2026, council members will receive an annual salary of $40,000, which will be increased in line with legislator salary adjustments, and they will be offered retirement and employment benefits comparable to other Metropolitan Council employees.
