This bill provides funding and establishes guidelines for the transition to kindergarten program, which is designed to help eligible children who need additional preparation before entering kindergarten. The bill appropriates $16,216,000 for fiscal year 2025 and $4,709,000 for fiscal year 2026 from the state general fund to support the program across school districts, charter schools, and state-tribal education compact schools. The legislation defines program requirements, including that eligible children must be at least four years old by August 31st of the enrollment year and have been determined to benefit from additional preparation. Schools must prioritize families with the lowest incomes and children most in need, administer a developmental skills inventory, and follow guidelines for facility readiness and curriculum. The bill prohibits charging tuition for eligible children and excludes the program from the state's basic education program. Importantly, beginning in the 2025-26 school year, each school's program enrollment cannot exceed its 2024-25 enrollment levels. The bill also expands charter school eligibility to operate transition to kindergarten programs, allowing more schools to participate in supporting early childhood education.
