This bill amends the social services law to cap the maximum daily payment for hotel rooms housing homeless persons in cities with over one million residents (which means New York City). Specifically, for individual rooms, the daily rate will be limited to 75% of the New York City Housing Authority's Section 8 voucher payment standard for a studio apartment, calculated on a pro-rated daily basis. For congregate rooms housing multiple homeless individuals, the daily rate will be 75% of the Section 8 voucher payment standard for an appropriately sized apartment. The bill includes some important exceptions: these payment restrictions do not apply to hotels contracted to provide rooms for homeless families in certain geographic areas south of 96th Street in Manhattan and in specific community boards in Brooklyn and Queens, and the restrictions are also suspended during declared public health emergencies. The goal appears to be controlling the cost of temporary homeless shelter while maintaining some flexibility for special circumstances and emergency situations.
