This bill modifies the current law regarding financial reimbursement when a law enforcement officer trained at the Maine Criminal Justice Academy or the Indian police academy at the federal law enforcement training center is hired by a different governmental entity within five years of graduation. The bill increases the percentage of training costs that the hiring entity must pay to the original training entity, effectively doubling the reimbursement rates for each year after graduation. For example, if an officer is hired during the first year after graduation, the new hiring entity must now pay twice (instead of the full amount) the training costs. Similarly, in the second year, the hiring entity must pay 160% (up from 80%) of training costs, in the third year 120% (up from 60%), in the fourth year 80% (up from 40%), and in the fifth year 40% (up from 20%). The bill maintains the existing provision that if an officer is hired more than five years after graduation, no reimbursement is required. The language also clarifies that these payments are now considered a "liability" rather than a "reimbursement," which may have subtle legal implications for how these payments are processed.
