AI Summary
This bill amends The Fiscal Code to modify the Home and Community-Based Services for Individuals with Intellectual Disabilities Augmentation Account, a restricted account in the General Fund dedicated to supporting services for people with intellectual disabilities. The bill changes how money is deposited into and used from the account, specifically by modifying language around transfers from the General Fund. When a state center for individuals with intellectual disabilities is sold, the net proceeds will be deposited into the account. Additionally, if the state center's appropriation is reduced compared to the previous fiscal year, the Secretary of the Budget must transfer the difference to the account. The bill also requires the secretary to certify and transfer the amount of maintenance and operational costs that would have been spent if the state center had remained open. The money in the account can be used to provide home and community-based supports, including direct support professional capacity, housing supports, and assistance for individuals on the emergency waiting list for services. The bill will take effect on July 1, 2025, or immediately, whichever is later, aimed at improving support and services for individuals with intellectual disabilities.
