This bill modifies the meeting procedures for the Gulf Coast Authority's board of directors by allowing more flexible meeting arrangements. Specifically, the bill permits board directors to hold meetings via telephone conference calls, videoconferences, or other similar telecommunication methods, even overriding previous restrictions in existing government codes. To ensure transparency, at least one director must be physically present at a public location during open portions of the meeting, and the meeting must provide a live video and audio feed that is visible and audible to the public. The bill also stipulates that directors will be considered absent if their audio or video connection is lost during the meeting, and that these telecommunication meetings must still adhere to standard meeting notice requirements. Additionally, the bill removes the previous requirement that the board must meet at least once each month, instead allowing meetings to occur "regularly as necessary." The legislation will take effect immediately if it receives a two-thirds vote in the Texas legislature, or otherwise will become effective on September 1, 2025.
