This bill creates a centralized online enrollment hub at New Mexico State University (NMSU) to support online education across all public post-secondary educational institutions in the state. The hub will be managed by a chancellor appointed by the NMSU president and will provide comprehensive services including marketing and recruiting, admissions support, student success services, faculty training, course quality review, and technology platform support. Each public post-secondary institution will have a service-level agreement with the hub that includes specific performance measures tailored to their individual needs. The hub will be required to submit an annual report to the legislative finance committee comparing its actual performance against these agreed-upon measures. To establish and operate this hub, the bill appropriates $40 million from the government results and opportunity program fund, to be spent over fiscal years 2026-2028, with any unused funds reverting to the general fund at the end of that period. The goal appears to be creating a more coordinated and efficient approach to online higher education in New Mexico by centralizing key support services and resources.
