AI Summary

This bill establishes detailed regulations for installing and using temporary door locking devices or systems in child care centers, with the primary goal of enhancing security while maintaining safety standards. The bill specifies that these temporary locking devices must be portable, not permanently affixed to the door, and must meet several key requirements: they can be engaged without opening the door, can be unlocked from outside with a tool or key, do not modify door closure or fire exit hardware, can be disengaged from inside without a tool, and must allow trained personnel like firefighters or law enforcement to release the lock. Child care center operators must submit detailed floor plans and installation instructions to the enforcing agency, obtain approval before installation, provide staff training on the device's use, and ensure the device is only engaged for a finite time as part of an emergency procedure plan. The bill also allows for approval of existing locking devices installed before the act's effective date, provided they meet the specified requirements. Additionally, the bill clarifies that these temporary locking devices can be installed in child care centers regardless of the building's number of stories or construction costs, with the aim of providing flexible security options while maintaining overall building safety standards.
