This bill amends New Mexico's motor vehicle registration law to create a new special license plate featuring an elk design, which will support the state's "share with wildlife" program. Starting January 1, 2026, the Motor Vehicle Division will issue these special registration plates for private motor vehicles (excluding motorcycles). Vehicle owners can obtain the plate by paying an initial fee of $25 and a subsequent annual renewal fee of $10. The fee revenue will be distributed as follows: $10 will be retained by the division to cover plate production costs, and $15 from the initial fee and the entire renewal fee will go to the share with wildlife program in the game protection fund. Importantly, the bill includes a provision that if plate issuance and renewal falls below 50% of the average between fiscal years 2026-2031, the department may discontinue issuing these special elk-themed license plates. The bill also allows the Director of the Department of Game and Fish to optionally designate a logo design committee to recommend the plate's color and design, with final design approval resting with the director and secretary.
