This bill creates a new special license plate for Trail Life USA, a faith-based youth organization, which will be available for motor vehicle owners starting January 1, 2026. Drivers can obtain the plate by paying a $35 initial fee and a $30 annual renewal fee on top of standard vehicle registration costs. The fee revenue will be split, with $12 from each initial plate going to the department for plate production costs, and the remaining funds directed to the state parks division for acquiring, developing, operating, and maintaining state parks and recreation areas. Importantly, the bill includes a sustainability provision that allows the department to discontinue issuing these specialty plates if fewer than 50% of the average number of plates issued between 2026-2031 are being issued and renewed in subsequent years, beginning July 1, 2031. This mechanism ensures that the specialty plate program remains viable and popular over time.
