This bill requires numerous New Mexico licensing and application authorities to include a space on their application and renewal forms for individuals to indicate their desire to be an organ donor. Specifically, the bill mandates that forms for hunting and fishing licenses, public assistance benefits, concealed handgun licenses, professional licensing boards (including medical, legal, and technical professions), and other state-issued licenses must provide an option for applicants to register as organ donors. These forms will include a standardized donor statement allowing individuals to make an anatomical gift effective upon their death, with a medical evaluation determining the specific organs and tissues suitable for donation. When an applicant chooses to be a donor, the licensing authority must submit a copy of the form to the motor vehicle division, which will maintain a statewide donor registry. This registry will allow authorized hospital and organ donation personnel to verify a donor's status before or after their death. The bill is named the Organ Donor Public Assistance & Registry Act and is part of the Jonathan Spradling Revised Uniform Anatomical Gift Act, with most provisions taking effect by January 1, 2026. The goal is to make organ donation registration more accessible and convenient by integrating the option across multiple state application processes.
