This bill amends two existing laws to enhance energy efficiency and support for low-income customers. Specifically, it requires the California Energy Commission to establish a mechanism to notify applicants of the Equitable Building Decarbonization Program about additional building energy efficiency and decarbonization incentives authorized by the Public Utilities Commission (PUC). The bill also expands the Low-Income Oversight Board, which advises the PUC on low-income utility customer issues, by adding an eighth member selected by the Executive Director of the Energy Commission. The Equitable Building Decarbonization Program, which includes direct installation and statewide incentive programs for low-carbon building technologies, will now have an additional notification requirement to help ensure low-income customers are aware of all potential energy efficiency and decarbonization incentives. The Low-Income Oversight Board, which already comprises members from various agencies and backgrounds, will now have broader representation to potentially improve support and advocacy for low-income utility customers across California.
