This bill makes two significant changes to local government financing and rebuilding efforts. First, it modifies the Second Neighborhood Infill Finance and Transit Improvements Act (NIFTI-2) by changing the rules for enhanced infrastructure financing districts, specifically allowing cities and counties to allocate property tax revenues to these districts for resolutions adopted on or after January 1, 2026, while removing the previous ability to allocate local sales and use tax revenues. The bill also eliminates the requirement that the district's boundaries must be coterminous with the city or county that established it. Second, the bill authorizes Los Angeles County to establish a Resilient Rebuilding Authority specifically to address recovery from the January 2025 wildfires, giving this new authority broad powers to support rebuilding efforts. These powers include issuing and managing funds, purchasing and managing land, coordinating reconstruction logistics, supporting the workforce, enhancing financing options for families and businesses, facilitating housing reconstruction, and promoting community engagement and resilience. The bill includes a legislative finding that this special statute is necessary due to the unique circumstances facing Los Angeles County in the aftermath of the wildfires.
