This bill amends the definition of a "family resource center" to expand its scope and emphasize its role in community support for families. Previously, these centers were defined as entities providing family-centered and family-strengthening services that were embedded in communities, culturally sensitive, and involved cross-system collaboration to prevent child abuse and neglect. The bill now defines a family resource center as a family-friendly hub offering multigenerational, family-centered, and family-strengthening support services that are provided at no or low cost, are embedded in communities, culturally sensitive, and responsive to community needs. It also specifically highlights the importance of building peer support communities for families, including kinship families, and aims to foster reciprocity, reduce isolation and stress through social connections, and promote asset development based on evidence-informed approaches to prevent child abuse and neglect and strengthen families. The bill also makes a nonsubstantive change related to groundwater basin boundaries under the Sustainable Groundwater Management Act.
