This process is separate from existing school district reorganization procedures and requires the department to develop specific regulations. If the Commission on State Mandates determines that implementing this bill creates additional costs for local agencies or school districts, the state will be required to reimburse those costs according to existing statutory procedures. The bill aims to provide a streamlined mechanism for cities to align their school district boundaries more precisely with municipal boundaries under narrow, well-defined conditions.
