This bill amends existing California law regarding customer facility charges (CFCs) at airports, which are fees collected by rental car companies from customers to help finance airport vehicle rental facilities and transportation systems. The bill increases the maximum daily alternative customer facility charge from $9 to $12 per day starting January 1, 2026, and expands the permissible uses of these charges to include major maintenance of consolidated rental vehicle facilities. Currently, these charges can only be used for construction, design, and operating costs. The bill also requires that the total amount of charges collected cannot exceed the reasonable costs of financing, designing, constructing, and performing major maintenance on vehicle rental facilities, as determined by an independent audit. Additionally, the bill removes the previous authorization to use these charges for terminal modifications. Airports collecting these charges must continue to provide annual public reporting on the total amount collected, how funds are spent, and any changes in financial needs, with independent audits required prior to initial collection and every three years thereafter for certain purposes.
