This bill, an act to add Section 48503 to the Public Resources Code, expands the authority of the Department of Resources Recycling and Recovery (CalRecycle) to use funds from the Solid Waste Disposal Site Cleanup Trust Fund for additional purposes related to illegal dumping and waste disposal. Specifically, the bill allows the department, upon legislative appropriation, to spend funds on removing and disposing of abandoned recreational vehicles, developing strategies to enforce illegal dumping laws, and creating local enforcement teams and officers trained to combat illegal dumping. These new uses are in addition to existing programs for cleaning up illegal disposal sites and codisposal sites where no responsible party is available, with a priority given to projects in disadvantaged communities.
