This bill expands the ability of smaller school districts and county superintendents of schools to use a streamlined contracting process called "task-order procurement" for building and grounds repair and renovation projects. Currently, only the Los Angeles Unified School District has this authority under a pilot program. This bill allows school districts with 2,501 or fewer students in average daily attendance, and county superintendents, to award multiple contracts for these types of projects through a single bidding process, as long as individual projects do not exceed $3,000,000. These contracts must be funded by general funds, local construction bonds, or state/federal funds, and awarded to the lowest responsible bidder. The bill also requires bidders to commit to using a skilled and trained workforce for projects in apprenticeable trades, and mandates that contracting agencies ensure compliance with rules regarding the use of classified school employees. Additionally, for projects over $3,000,000, a project labor agreement (a pre-negotiated contract between construction employers and labor unions) is required. School districts and county superintendents using this method must submit a report to the Legislature by January 1, 2030, detailing their use of task-order procurement, and this new authorization will expire on January 1, 2031.
